Excellency
Sir:-
I have the honour to acknowledge receipt of your letter of March 10th, enclosing a list of names of the persons mentioned in connection with the Yeung Kui Wan murder case, and of four persons whose complicity in the murder is alleged.
You inform me that in your opinion the name of Li Ka Cheuk should be withdrawn from the list of persons who ought to be put on their trial, not because there is any reasonable doubt as to his complicity, but for lack of sufficient evidence to convict him.
This reduces the number of four mentioned in the 1st paragraph of your letter against whom complicity is alleged to three.
I have gone through the documents with care, and beg to present the following observations:
In the Opinion of the Attorney-General, dated June 6th, 1903, apart from the criminal tried and condemned at Hongkong, and another, (since executed)
The Officer Administering the Government, Hongkong.
